§ 22-6. Word usage.

  • (a)

    Tense. Words used in the present tense shall include the future, and words used in the singular number shall include the plural number, and the plural the singular.

    (b)

    Shall. The word "shall" is mandatory and not discretionary.

    (c)

    May. The word "may" is permissive.

    (d)

    Gender. Every reference in either the masculine gender or the feminine gender includes both of those genders and the neuter gender.

    (e)

    Meanings. Any term not defined in this chapter shall have the meaning given first in the Libertyville Zoning Code; then, if none, in any other applicable village code or ordinance; then, if none, in the most recent edition of "Illustrated Book of Development Definitions"; then, if none, in "Transportation and Land Developments," published by the Institute of Transportation Engineers; and then, if none, in Webster's International Dictionary of the English Language.

    (f)

    Text controlling. In case of any difference in meaning or implication between the text of this chapter and any caption, illustration, or table, the text shall control.

    (g)

    Computation of time. The time within which any act required by this chapter is to be performed shall be computed by excluding the first day and including the last day, unless the last day is a Saturday or Sunday or a holiday declared by the United States Congress or the Illinois General Assembly, in which event it shall also be excluded.
